WA Greenhouse Gas Storage Bill

Petroleum and Geothermal Energy Legislation Amendment Bill 2011

The Bill provides for:

  • amendments to the Petroleum and Geothermal Energy Resources Act 1967 to include greenhouse gas storage formation property rights, acreage release provisions, exploration, retention and injection licences and address long-term liability issues. The greenhouse gases will be predominantly CO2. (Part 2 of the Bill);
  • The Bill also amends the Petroleum Pipelines Act 1969 to provide for the transport of greenhouse gas substances via pipelines. (Part 3); and
  • Consequential minor amendments to other legislation. (Part 4)

The major part of the Bill (Part 2) is a mark-up of amendments to be incorporated into the Petroleum and Geothermal Energy Resources Act 1967. This format allows the bulk of the Bill to be seen in the context of the current onshore petroleum and geothermal legislation.

Parts 3 and 4 of the Bill are in the traditional command style with amendments to the Petroleum Pipelines Act 1969 and minor consequential amendments required to other State legislation.
