EARS

The Environmental and Regulatory System (EARS) is an online corporate business system that aims to provide an integrated environment for:

  • Compliance
  • Assessments
  • Notifications

The principle objective of the EARS system is to provide DMP with reliable data in a standardised format and to assist the operating company to quantify compliance, assist in mine planning and budgeting and better direct resources into environmental management stategies and research.

With the exception of publicly available information, all other information received by the Department is strictly confidential and only information a User has permission to view will be available to the User.

EARS2

Annual Environmental Reports

The Compliance Reporting subsystem allows for the online lodgement of Annual Environmental Reports (AERs) . An AER is required for all mining projects conducted under the Mining Act 1976 that have the AER condition imposed on the relevant tenements while the tenement(s) remain live.

Mining Rehabilitation Fund

The Mining Rehabilitation Fund (MRF) subsystem of EARS2 was developed to enhance the State's capacity to manage and rehabilitate abandoned mines. The MRF is a pooled fund contributed to by mining operators and is levied according to the environmental disturbance existing on a tenement at an annual reporting date.

The Mining Rehabilitation Fund Act 2012, which provides the framework for the Fund, was enacted in 2012.  From 1 July 2014, the MRF is compulsory.

Company Access to EARS2

In order to access DMP's online systems, a User is required to hold a DMP 'ex account' and a company needs to nominate a Company Administrator to register to gain access to the EARS2 subsystems on behalf of the company.

For the purposes of this system, sole traders are treated as companies and a separate registration process applies for AER and MRF subsystem access.

Self-Administration of Users

Once a Company Administrator has initially been set up, EARS2 aims for self-administration of all other users of the system. The Company Administrator will therefore provide access to, assign roles and revoke access for all other Users on behalf of a Company.
